Word of the General Manager of FEICOM to Internet users
Dear Internet Users,
It is with great pleasure that the FEICOM team wishes you a happy New Year 2017, to you and your loved ones.
We are pleased to start with you, at the beginning of the year, a new step towards the accomplishment of our mission, that of supporting the development of Cameroonian localities. As you know, this mission is implemented through:
Mutual assistance among Councils through solidarity contributions and cash advances;
Financing council or inter-council investment projects;
Covering charges relating to the training of council and civil status staff;
Pooling and redistributing Additional Council Taxes and other taxes subject to equalization (Annual Forest Royalty, Stamp Duty on Motor Vehicles, Stamp Duty on Advertising and Local Development Tax).
The establishment is also in charge of redistributing to Regional and Local Authorities (RLAs), the Common Decentralization Fund.
In 2017, FEICOM intends to benefit from its 43 years of experience at the service of the municipalities to significantly improve the satisfaction of the needs of the Cameroonian people. In general, the target is to go beyond the results achieved in 2016, particularly with regard to increasing the financial resources to fund the development of grassroots communities. Indeed, in this area, the organization achieved as at 27 December a performance exceeding its objectives. It mobilized for the benefit of the municipalities, CFAF 110,745,876,347 on a forecast of CFAF 105,211,944,000, i. e. a provisional realization rate of 105.25%.
In addition, funding for a total of CFAF 35,834,102,386 was granted to 133 Councils and City Councils for the implementation of 169 projects. The programme for the construction of offices intended to house FEICOM services has progressed considerably and the construction work of some Agencies and the Head Office will be completed in 2017. The construction of the South-West, South and North Regional Agencies will start this year. Regarding the Littoral Regional Agency, preparatory studies for the construction of the building will be completed and works will begin in 2018.
In the field of co-operation, activity was equally intense, and consisted mostly in the implementing the existing partnerships at the national and international levels, to the great satisfaction of the municipalities. The second edition of the FEICOM National Award was successfully organized thanks to a strong participation of local elected officials and the mobilization of a high level International Jury. Initiatives undertaken to promote low-cost decent housing will bear fruits this year with the construction of the municipal housing estates of Ngoumou and Pete Bandjoun within the framework of the partnership with the Cameroon Housing Loan Fund.
With regard to international recognition, the institution was particularly honored by the visit of the Executive Director of UN-HABITAT on the sidelines of his mission to Cameroon on the invitation of the President of the Republic. We also welcomed the Senegalese and Ivorian delegations, as well as several members of the Government who monitor the activities of FEICOM.
At the internal level, staff training in areas related to strategic guidelines continued. The Quality Management System of the organization underwent a very thorough monitoring audit. This audit, which resulted in satisfactory conclusions, was a new indicator for us of the state of our internal governance. This reinforced our determination to seek more transparency in management. In this regard, I would like to take this opportunity to invite you to consult as much as possible FEICOM’s Annual Report published annually on our website and which highlights, to the attention of all those interested in the development of Cameroonian localities, the balance sheet of the achievements, of the financial management and of all the activity of the institution. I would also like to invite you to take a look at our funding tools that have been designed and revised in order to better meet our goal of sustainable satisfaction of the needs of our fellow citizens.
