En cette année 2019, nous éprouvons un sentiment de grande joie de souhaiter à vous-mêmes, ainsi qu’à tous ceux qui vous sont proches, les vœux les meilleurs. Nous sommes heureux d’entamer avec vous la marche vers de nouveaux challenges dans le cadre de nos missions d’accompagnement du développement local.

Avant de situer le cap pour l’année 2019, il nous a semblé important de jeter avec vous un regard rétrospectif sur nos réalisations majeures de l’année 2018.  En effet, plusieurs engagements ont été pris au début de l’année dans l’optique d’améliorer nos prestations et de proposer des solutions aux Communes en matière de fourniture des services de base à nos concitoyens. En tant qu’institution publique spécialisée dans le développement local, nous n’avons de pertinence et d’intérêt que dans la mesure où nous offrons des services de qualité permettant d’améliorer le cadre et les conditions de vie de nos concitoyens.
S’agissant du renforcement des capacités financières des Communes, nous avons mobilisé 108 814 237 141 FCFA (206 760 012 USD) sur des prévisions de 107 316 183 000 FCFA, (203 913 530 USD), soit un taux de réalisation de 101,40%. Une partie très importante de ces ressources, soit un montant de 83 775 825 786 FCFA, (159 184 048 USD), a été mise à la disposition des Communes et Communautés Urbaines dans le cadre des opérations de redistribution des Impôts Communaux Soumis à Péréquation. Ces ressources ont permis aux Magistrats municipaux de mieux exécuter leurs plans d’actions.
Pour ce qui est du financement des projets de développement, nous avons accordé 295 financements au profit de 179 Communes et Communautés Urbaines pour la réalisation des projets notamment dans les secteurs de l’éducation, de la santé, de l’approvisionnement en eau potable et du commerce.  Le montant de ces financements s’élève à 57 282 213 036 FCFA, (108 843 023 USD). Sur ce chapitre, nous sommes restés constants dans notre démarche d’écoute des besoins des Communes et de nos concitoyens. En effet, sur instructions du Ministre de l’Administration Territoriale et de la Décentralisation, nous avons accordé des financements d’un montant de 4,7 milliards de francs CFA, aux 47 Communes de la Région de l’Extrême-Nord appelées à gérer les conséquences des exactions de la secte islamiste Boko Haram et des désagréments climatiques. Ces ressources sont destinées à la réalisation de 106 projets sociaux prioritaires identifiés par les Communes.
S’agissant des projets avec nos partenaires, 2017 a été marqué par le renforcement de la coopération avec l’Union Européenne et la KfW dans le cadre du programme de Développement Economique et Social des Villes secondaires exposées à des facteurs d’instabilité (PRODESV). Ce programme d’un coût de 18 500 000 000 FCFA (351 522 03.6 USD) concerne essentiellement des Régions du Cameroun qui accueillent les réfugiés, les déplacés et d’autres migrants, l’objectif étant de renforcer la capacité d’accueil et la résilience de ces villes. Le programme permettra donc de renforcer l’offre en infrastructures publiques en vue d’améliorer le cadre et les conditions de vie de nos concitoyens, de promouvoir la paix sociale et le développement socio-économique des villes éligibles.
D’autres programmes de coopération ont permis d’avoir des résultats encourageants. Il s’agit notamment du Programme Décentralisation-FEICOM-Villes Moyennes financé par la KfW dont les projets sont terminés au plan technique, du Programme de Construction des cités Municipales (PCCM) financé par le Crédit Foncier du Cameroun et dont les premiers projets ont vu le jour sur le terrain, du projet de constitution d’un Parc intercommunal d’engins de génie civil et d’hydraulique qui poursuit son processus de maturation avec notamment la sécurisation des assiettes foncières et la finalisation des Etudes d’impact Environnemental et Social.
Sur le plan de la promotion de la gouvernance locale, 06 bonnes pratiques primées en 2016 dans le cadre du Prix National FEICOM des Meilleures Pratiques Communes de Développement local, ont fait l’objet de promotion et diffusion dans certaines Communes camerounaises et à l’international à l’occasion des 11eme Journées Européennes de Développement. De même, nous avons réussi en décembre 2017 notre migration vers la version 2015 de la Norme ISO 9001. Par ailleurs, la mesure du niveau de satisfaction de nos clients externes et de nos partenaires aura également constitué notre activité.
Enfin, le rayonnement des Communes et du FEICOM s’est traduit au plan national et international par notre participation à d’importantes rencontres nationales et internationales au cours desquelles, le FEICOM a fait valoir l’importance des institutions africaines finançant les CTD, la réception de plusieurs visites des délégations étrangères de haut niveau et l’accompagnement de 86 communes dans le cadre des missions de coopération.

At the beginning of the year 2019, it is a great pleasure to extend to you our best wishes. We are happy to start together the walk towards new challenges within the framework of our missions to support local development in Cameroon devolved to the Special Council Support Fund for Mutual Assistance (FEICOM).

Before situating the course for the year 2019, it is important to look back on the major realizations of the institution in the year 2018.  Indeed, several commitments were made at the beginning of the year in view of improving the services of FEICOM and to propose innovative and appropriate solutions to local authorities in terms of the provision of basic services. As an institution specialized in local development, FEICOM can only be of relevance and interest in that it offers quality services allowing to improve in a sustainable manner, the environment and living conditions of our fellow citizens.

Similarly as in the previous years, the activities of FEICOM in 2018 were directed towards 4 components consistent with both its missions and the different sub-programmes formulated in 2013, year of its entry into programme budgeting. It is a question of building the financial capacities of Regional and Local Authorities, funding/monitoring development projects, promoting local governance and improving the management of the enterprise.

Within the context of building the financial capacities of local authorities, pertaining to fiscal revenue collection, on a projection set at CFA F 109, 462, 506, 000, the amount effectively collected as at 31 December stands at CFA F 122, 032, 854, 443, i.e. an achievement rate of 111.48%. In the course of the 1st, 2nd and 3rd quarters of the year, the institution carried out payment of revenues derived from the collection of Council Taxes Subject to Equalization to the total amount of CFA F 88, 942, 869, 898. These revenues enabled Municipal Administrators to better execute their action plans.

As concerns the component relating to the funding of development projects, FEICOM granted 333 funding to 224 Councils on the 374 in Cameroon. The amount of this funding stands at CFA F 31, 902, 210, 759. As at 31 December 2018, FEICOM put at the disposal of our fellow citizens 230 infrastructures and facilities. 103 of these projects were finally accepted and 127 provisionally.

As concerns projects carried out in partnership, the institution has continued with the implementation of the FEICOM-Medium Cities Decentralization Programme (PDFVM), and maintained the already dynamic and active collaboration with the German cooperation. Thus, a new partnership agreement was signed within the framework of the implementation of the Council Support Development Programme (PRADEC).

Similarly, the contractual documents necessary for the implementation of the Economic and Social Development of Secondary Cities exposed to factors of instability (PRODESV) were signed in 2018.

Other cooperation programmes enabled to have encouraging results. Such is the case with the Municipal Housing Construction Programme (PCCM) financed by the Cameroon Real Estate Loan Corporation, of which the first projects saw the light of day on the field. Given its experience in design, funding and implementation of projects at the local level, FEICOM has been solicited by the Government to draft the Advisory-support Strategy Paper for the Planning and Integrated Development Programme of the mining loop of river Dja and the adjacent border zone (PADI-DJA). This project was carried out to the end and within deadlines to the satisfaction of Government.

As concerns the component relating to the promotion of governance, the institution provided support to 8 Councils in the International ULCG Award of Mexico City, the UNESCO Learning City Award and the Climate Initiative Award. Other activities aiming at the appropriation of the eligibility criteria to other awards were carried out, in order to propose thereto the candidacy of some local authorities. Furthermore, FEICOM took part and funded the participation of 57 Councils in the 8th Africities Summit which held from 20 to 24 November in Marrakech, Morocco. In the course of this international conference of African local authorities, the institution benefitted from the support of the Ministry of Decentralization and Local Development (MINDDEVEL), in the organization of the two thematic sessions to exhibit, promote and exchange on its know-how in the mobilization of resources and the funding of local development. On the sidelines of the works of the summit, its General Manager was reelected to the helm of the Network of African Local Authorities Funding Institutions (RIAFCO).

As concerns the component relating to improving the management of the institution, the year 2018 was marked by the integration of risks management in the piloting mechanism of institution, the continuation of the modernization of management tools and improving the working environment by entering into the new head office building of the organization. The measurement of the level of satisfaction of external customers as a requirement of ISO 9001 Version 2015, was equally achieved.

In order to materialize its vision which consist in « contributing in making the Regional and Local Authorities, the place to be », FEICOM has completed its Strategy Paper which stretches through 2019-2024. Similarly, in order to further improve governance in the enterprise, a technical assistance memorandum was signed with the Supreme State Audit Office (CONSUPE).

The year 2018 ended with a strong and very significant act in the history of the institution. Indeed, on 31 October 2018, a decree on the reorganization of FEICOM was signed (Decree No.2018/635 of 31 October 2018).

This act of the Head of State reinforces the missions and extends the competences of FEICOM to Regions, while broadenng its means of actions to resources derived from financial markets, shareholding, term deposits, etc.

Within the framework of a FEICOM seeing the world from a new perspective in 2019, the staff and the management team commit themselves to realize better performances. In this regard, the actions of the institution will come up in five intervention components all strategically aligned to the programme « Deepening the decentralization process », led by MINDDEVEL, the technical supervisory ministry of FEICOM. This is:

  • Improving the level of resources among others by optimizing the follow-up of revenues and speeding up the level of consumption of the resources derived from international cooperation ;
  • Harmonious and inclusive funding of local development among others by, a more balanced redistribution of funding, consideration for gender, youths and vulnerable groups ;
  • Promoting local governance by, continuing the promotion, dissemination and follow-up of the practices rewarded within the framework of FEICOM’s National Award;
  • Continuously improving the performance of the corporation, by reducing operating costs and appropriating the requirements of the 2015 version of ISO 9001 ;
  • Modernizing the mangement of the human capital by, strengthening the workforce and building the capacities of the staff, building the corporate culture as well as appropriating the values and commitments contained in the Code of Ethics of the institution.

 

Lastly, for FEICOM, 2019 is an important year, because it coincides with the implementation of the economic and social programme validated by the sovereign people of Cameroon, who massively voted into the supreme office, His Excellency Paul BIYA, on Sunday, 7 October 2018. This year equally marks the beginning of the third cycle of programme budgeting, management method to which the institution committed itself in 2013.
