The Government has conferred to FEICOM the mission of assisting Councils in their development. In this context, the organization finances various projects intended to contribute to improving the living conditions of the populations and to generate resources for Councils.
Given that FEICOM has embarked on a quality approach which prescribes continuous improvement, the organization has naturally taken the option of seeking solutions that allow for:
It is against this backdrop that the institution has been implementing, since 2018, an initiative aimed at designing standard plans and a set of support tools to ensure better supervision of projects from the design to the completion phase.
Thus, working in conjunction with the sector Ministries, the Organization decided to develop projects with a more elaborate architecture, which aim at providing, beyond the functional aspect, responses to the needs of the populations while taking into account the challenges of sustainable development. This consultative approach also constitutes the first of the innovations brought by FEICOM within the framework of the “FEICOM standard plan” initiative. Indeed, this approach places the user at the centre of the design process and mainstreams sustainable development issues, thus highlighting the particular attention paid to the well-being of populations. This also reflects FEICOM’s desire to contribute to the search for relevant solutions to current global challenges of environmental preservation, resilience and gender equality.

This is a development project implemented on a number of islands located in Douala VI Sub-divisional Council, Littoral region, in the form of a Concerted Development Zone (ZAC).

Another innovation offered by “FEICOM’s standard plan” initiative is the provision to local elected officials of a set of technical documentation necessary for quality implementation and rapid commissioning of essential structures which are highly demanded by Mayors (municipal schools, health centres, town halls, etc.). This entails reducing the procedures and expenses to be carried out for the constitution of the funding application files by removing the technical file which will be provided by FEICOM
This entails reducing file processing times, given that all the documentation is produced internally
This entails achieving better supervision of the implementation of the projects by providing detailed technical documents
The designed standard projects also confer an innovative character due to the reinterpretation of local construction techniques, which allow buildings to adapt to the local climate and culture. The innovations also relate to the current challenges of taking into account the local context, culture and know-how.
It should be noted that, even though these issues are being addressed across the world and in different African countries, no similar initiative has to date been implemented in Cameroon. FEICOM’s standard plans are therefore a strong signal for the modernisation of the company.

The financing of the construction of town halls is in line with the desire of the Head of State to provide public institutions with quality infrastructure, reflecting the scale and scope of the missions devolved to them.
Several town hall models have been designed to meet the need of adapting to the contexts and needs of each Regional and Local Authority.
The standard plans developed within the framework of ‘‘My Dream School’’ project are made up of several variants to adapt to the resources available in the Municipalities but also to climatic conditions. Thus, for the northern regions of the country, metal roof frames are preferable over the wooden frames used in other regions. The project also offers the possibility of using cement blocks.
The developed plans as well as the associated technical document were validated by the Ministry of Basic Education and the Ministry of Decentralization and Local Development which were involved in the design of the project.
The RCACs were developed in collaboration with the Ministry of Arts and Culture (MINAC) for the promotion of reading within RLAs spearheaded by Organisation Internationale de la Francophonie (OIF).
The models are designed to encourage their adoption by residents and artists, and also to allow for their adaptation to the financial capacity of the different targeted Councils.
FEICOM is very interested in the well-being of citizens in relation to quality infrastructure. Consequently, particular attention has been paid to the design of healthcare spaces intended for municipalities, namely Integrated Health Centres (IHCs) and District Medical Centres (DMC).
Beyond the infrastructural aspects, the organization intends to provide the IHCs it finances with innovative digital devices to improve the working conditions of caregivers.
