Programme for the Economic and Social Development of Crisis-hit Medium Cities (PRODESV)

PRODESV I, which was launched on 1 December 2018 for a period of 5 years, was provided with a budget of 21.5 million euros, or CFA francs 14.103 billion, of which 20 million euros was provided by the Kreditanstalt für Wiederaufbau (KfW) through a delegation of the European Union (CFA francs 13.119 billion) and 1.5 million euros (CFA francs 983.935 million) from FEICOM, as counterpart funding. The aim of PRODESV is to strengthen regional stability and ensure better management of migration in Cameroon. This entails strengthening the capacity of medium cities to cope with crises, receive new arrivals and promote an environmentally-friendly inclusive socio-economic council development.

“The action mainly concerns reception areas for refugees, internally displaced persons and other migrants in Cameroon characterised by high pressure on available resources, cohabitation of indigenous and migrant populations and the risk or even the outbreak of social conflicts.

The action supports 15 medium cities (towns with 10,000 to 50,000 inhabitants) in the Far North, North, Adamawa, East and South Regions for the construction of public infrastructures. These infrastructures contribute both to the improvement of the living environment and economic opportunities of local populations and make it possible to promote urban social peace as well as the social and economic development of secondary cities with a view to evolving towards real secondary economic growth poles.

The “Development of public infrastructure and job creation and local entrepreneurship” component, which is provided with a budget allocation of CFA francs 8,363,451,750 (63.7%), is the main component of this Programme. Other activities including audits, evaluation, communication, support for councils and FEICOM, have benefited from resources amounting to CFA francs 1,967,871,000 (15.0%).

Concerning the component targeting the creation of jobs and opportunities for people living in the beneficiary councils, PRODESV has contributed to the creation of 1,723 jobs through the labour-intensive approach (HIMO), including 673 women and 412 refugees.

In terms of professional skills of refugees and internally displaced persons, there are 723 young people selected for technical and professional training in 9 sectors in the field of construction, 105 workers trained on site, 15 managers of training centres trained in financial management.

A second phase of this programme was launched with funding from KfW amounting to 8.6 million euros, or approximately CFA francs 5.6 billion. PRODESV II mainly targets the following Councils: Nkong-Zem, Babadjou, Bangourain and Galim in the West Region, and Mbanga, Dibombari, Nkongsamba I and Melong in the Littoral Region which are facing the consequences of the security crisis in the North-West and South-West Regions.
