FEICOM-Medium Cities Decentralisation Programme (PDFVM)

PDFVM, which was launched in 2014 with the joint sponsorship of FEICOM and the German financial cooperation (KFW) for a period of 46 months, aims to contribute to the improvement of citizen participation and their access to basic services, thanks to the effective implementation of decentralisation and the efficient administration of the State and local authorities.

This involves promoting the efficient use of sustainable infrastructure by the populations following good local governance (servicing, transparency, option for citizen participation) and close follow-up of the cities selected by FEICOM (financial tool, monitoring).

The Programme is presently deployed in the following Councils: Mokolo, Mora, Yagoua, Kousseri, Obala, Mbalmayo, Tiko, Buea, Bangangté, Dschang, Foumbot and Bafang.
The three components of the Programme include the following:

  • Financing sub-projects in selected medium-cities (through subsidies or partial loans);
  • Assistance to medium-cities;
  • Provision of supportive counselling services to FEICOM.

The programme intends to support the development of management tools and financing mechanisms as well as the strengthening of FEICOM Regional Agencies.

The assistance provided to medium-cities covers:

  • Planning of sub-projects;
  • Project control and supervision;
  • Generally improving the generation and recovery of income,
  • Maintenance and sustainable management of infrastructure (management models);
  • Financial management (debt management, budgeting), and
  • Pilot measures to improve transparency and citizen participation.
