Low-income Councils are Councils whose aggregate ACTs and other CTSEs and/or self-generated revenues contained in the administrative accounts for the last three years are the lowest.
The financing of the projects of low-income Councils is structured as a solidarity contribution of 100% of the cost of the project.
The total funding available to each low-income Council during a single budgetary year shall not exceed CFA francs 200 million.
